Gastown Police Department
Unlike most towns, in Gastown, the functions of both the Police and the Judicial system are performed by The Mayor directly. Gastown Webspace is not an editor or a publisher, and therefore claims no responsibility for the content of materials stored in this directory heirarchy.. However, since residents must comply with the terms of service described in the Answers to Frequently Asked Questions document, the following dispute-resolution policy is in effect:

Content Guidelines
Gastown Webspace assumes no responsibility for the content of its resident's documents. However, residents must comply with the terms of service described in this document. GASTOWN WEBSPACE RESERVES THE RIGHT TO REMOVE OBSCENE, CRIMINAL OR OTHER OBJECTIONABLE MATERIAL FROM CUSTOMER ACCOUNTS WITH NOTICE OF THE REMOVAL TO FOLLOW BY E-MAIL. Pages should reflect honest business practises and not make claims that cannot be substantiated. Examples may include the following (but do not restrict the above limitation):
Acceptable
- Religious and political pages
- Multi-level marketing representatives
- Bona-fide artistic exhibitions
Unacceptable
- Text/Images/Sounds/Movies portraying nudity, sexual acts, violence, or gore.
- Infringement of international copyright
- Hate literature or other violent manifestos
- Libelous comments directed at specific individuals
The intent of these restrictions is not to enforce "politically correct" censorship, but to protect Gastown Webspace and all of its tenants from suffering decreased traffic due to a damaged reputation for the site.
Complaint Handling and Investigation
In the event that a complaint is received, all parties involved should note these suggestions:
- If you do not want your accusations or defenses to be forwarded to the other parties in the case, you must explicitly say so in your messages to The Mayor. If you are concerned that other people may be making unauthorized statements in your name, you should consider using Pretty Good Privacy (PGP) software and send me your public key along with a contact name and phone number of a third party who can attest to your identity and provide your key fingerprint.
- The Police Department is not interested in assessing the honesty, character or morals of the people involved, except to the extent that it directly relates to the complaint being investigated.
- The Mayor retains the right to replace contentious content with an descriptive message during the course of the investigation.
Judgement
If a resident is found to be not guilty of the accusation made, please note the following:
- If requested, the Police Department will supply (via e-mail) a summary of the evidence collected and the factors considered in making the judgement.
- If the plaintiff still disagrees with the judgement, he or she should contact a lawyer to discuss options. Libel does not offset libel, and net.terrorism (spams, flooding, etc.) only damages the ability of the Internet to be a useful forum for intellectual dialogue.
If a resident is found guilty of violating the terms of service, the following actions may be taken:
- Replacement of the offending files with ones that direct the viewer to contact the resident directly via e-mail.
- Removal of uploading privileges where the resident uploads replacement documents which continue to contravene the recommendations of The Mayor.
- Removal of files where necessary, with no refund of remaining funds on deposit for unused months of service. This policy is necessary to offset the cost of unrecoverable time incurred on such investigations.
Temporary PGP Public Key
As it seems necessary for The Mayor to authenticate certain messages and newsgroup postings to prevent impersonation, the following PGP Public Key can be used temporarily. The Mayor had intended to purchase a PGP 2.7.1 license, but now awaits the imminent release of ViaCrypt PGP 4.0 for commercial purposes. In the meantime, the following key will be used for strictly non-financial, digital signature purposes only:
