Not sure I understand what you mean by "locked in vs moved in and out depending
upon progress." Each stock is assigned to an industry, so that assignment stands
unless there is some change in the business strategy that would move it to
another industry or the IBD makes their occasional industry group changes.
The IBD's industry group list is also available in PDF format for about $40. See

For a reasonable monthly fee, the basic Quotes Plus (QP2) contains industry
information on each stock that closely resembles the IBD industries.
