In a large stew pot, brown meat in oil. Add garlic, pepper, salt, paprika, whor sauce, onion, and 2 cups of hot water. Cook on medium heat for 40 minutes. |

Add carrots, cook for 15 minutes. Add potatoes and cook for 20 minutes or until potatoes are tender. Add more water if nessasary to cover. |

Mix flour with cold water then add to stew pot. Stew will thicken immediately. |
