If they target just the "active" traders, they will recoup the gross amount
in less than three months, just from trading.

The extra cash from traders account is money in the pocket.
If these traders use margin, it is Santa Claus by July.

That surely IS a lot of 9.99 trades, however I have to think a lot of
the value lies in their coffers being full of inverstors' money. They
pay interest to the customers but they have an opportunity to make money
off of all that capital. I don't know for sure, but I suspect that this
is where a whole lot of that value comes from.
