Hi Harvey,

It's always been my point of view that you could find good stocks in =
"bad markets"....though the risk is certainly higher that they will =
about-face and draft down with the market as a whole. Until the Ask Bill =
yesterday, I don't think WON had ever acknowledged a "bull" market in =
the small and mid caps, though the IBD has consistently pointed out =
their relative outperformance for nearly a year now. Either way, history =
demonstrates that small cap growth names lead out of Bear markets, so =
watching the small & midcap players is of particular interest, even if =
still sitting in cash and waiting for all the signs to point to jumping =
back in the pool.

The S&P500 will probably join the Nasdaq by undercuting its Sep 2001
lows tomorrow. That would pretty much confirm a broad market bear. =
Is
WON suggesting that we can have a bull market in small and mid caps in
the midst of a big cap bear? -Harvey

    Ask Bill O'Neil 7/2/02

Q: Would you classify the period from late Sept. 2001
to Jan. 2002 as a "bull market" or a "bear-market
    rally"?
                         - Submitted from Thornhill, Canada

A: The bear market is alive and kicking on the Nasdaq.
But the smaller-cap indexes such as the S&P 600 and S&P
MidCap 400 are just 10% to 11% below their all-time
highs. For them, the current decline is a correction in
    a bull market.
