In a word - No Way dude. Ok, 3 words.

First, too low priced, we are looking for stocks in the 15-18 range and up.  Second, 
RS is probably about a 3, we want RS to be above 80.  Third, EPS rank is very low, 
no earnings.  Fourth, that's no cup and handle. 

The big thing to remember about a C&H is that it corrects a previous advance in the 
stock price.  Stock moves up for some period, maybe a few months, price corrects 
back down a bit over a period of weeks to months, moves back up to old high, that 
is your cup, price stalls as a few sellers come in at old highs, that's your handle, 
then it blasts off, hopefully.
