I've got three stashes of cash: That reserved for the M turn upward; that which will provide about three years of income during bad market times (I'm retired; spouse about a year away); and that set aside to cover last offspring's next three years of college. My question is all but totally obvious by now: What's the best way to store the stash with guarantees of total safety and that designated "chunks" can be liquid at predetermined dates (like the start of son's second year, third year, etc.)?
