Gene, I am applying the fallen angels notion a little differently these =
days than in past years. Because of the corporate governance problems =
recently, as well as the tech bubble that developed several years ago, I =
found that a number of fallen angels frankly deserved to fall, and are =
not likely to get up again. In addition, because of the extended =
duration of this bear market, along with the excess capacity that had =
developed in many industries, there are other fallen angels that I find =
clearly fit the comment that the big names of the past are not likely to =
be the leaders of the future.=20

Part of this (at least with tech stocks) is simply due to the past =
leaders being passed by with new technology coming out of small unheard =
of companies, just like many of the now "big names" did some ten years =
ago. I find that big cap companies in these difficult times are more =
prone to get conservative and "hunker down" than to get aggressive with =
developing new technology. In some cases, the demand is not even there =
for some of the development going on at small companies, they are =
anticipating a future need.

On the other hand, I have seen some industry sectors that, as a group, =
appear to be a fallen angel yet are rising from the ashes. The internet =
security sector did just this, and has presented me with a number of =
companies I feel comfortable owning for the next one to two years.

The economic stimulus package that Bush is looking at includes reducing =
taxes on dividends at the individual level. Personally, while it may =
make dividend paying stocks more attractive to the investor looking for =
income, it will not make them any better for those looking for growth as =
the corporation will derive no benefit. I think it would be much better =
to allow corporations to distribute dividends on a pre-tax basis from =
gross profits. It would encourage more corporations to pay dividends, or =
to increase dividends, while eliminating the double taxation (which is, =
after all, the issue). I see no reason why the individual seeking income =
should be able to avoid taxes on this form of income any more than on =
bond interest income.

Tom, I must have left out something in my translation if I conveyed he =
touts value stocks... I thought by including TEVA, I conveyed he still =
wants growth but wants to add a dividend component.=20

Congratulations on your 2002 returns, you've done considerably better =
than the many CANSLIM advocates that I've talked with... most of us only =
made money shorting or day trading. =20

BTW, my antenna goes up whenever 'Fallen Angels' is mentioned. I have =
some cherished tech Fallen Angels that cost me a bunch until I caved in =
and started to short them.

Ciao,
Gene

Gene, just tell him that explains why I only made 53% in my margin =
acct in 2002, down from the 76% I made in my IRA in 2001. And now I =
understand why my VR Fund is up less than 10% since inception (17 =
months). Of course that still puts it about 30 points better than any =
index I follow, and far ahead of how the collection of small cap funds, =
tech funds, and growth funds (and I am all three) performed in 2002 =
(they were all down around 20%).=20

I think I will keep on using CANSLIM, try to make a little more time =
available to apply it, exercise better discipline. Wish that money =
manager well for me, tell him to spread the word that CANSLIM is dead, =
everybody should buy value or dividend stocks, and leave the growth =
stocks to us.

Tom, just a note of thanks for your weekly report.=20

Now if I could only get you interested in financial stocks!

  regards,
  Gene

P.S. I just received a treatise from an 'X' CANSLIM money manager that =
has declared that CANSLIM (as we know it) is one of the Fallen Angels =
that won't return... he sites too many CANSLIM investors easily being =
manipulated by market makers and the lack of a dividend requirement. He =
claims that good growth can still be achieved with payments instead of =
promises to stockholders. One of his picks is TEVA.
