Disturbing wasn't it?. To answer Kelly's question, economists explain the gap through increased productivity. This allows output to increase with the same or fewer number of employed. During a recession there is usually surplus capacity left over from the previous boom. As the recovery takes hold this surplus capacity is utilized before new investment and hiring takes place. So it's also quite normal for employment to lag increasing output at the beginning of a recovery as the the slack in surplus capacity is taken up. Kelly: There are those, usually the unskilled, who stop looking for work after a certain period of time. They are no longer considered part of the work force and thus excluded from the unemployment rate. The problem is particularly acute in areas like Chicago where some estimate that as many as 35% of young blacks are unemployed. Some put our actual unemployment rate now closed to 10% than 6%.
