Two Jet packs make this mission very easy Jump them both up to the top and clean them out. There is a space on the very back that you can hide behind and shoot then hide. This will make it fairly easy.
The other way is to blow up the closest manhole and then you only have to deal with the guy's coming out of the other hole.
