A Background Study on the Redevelopment Agencies of Utah

Study Purpose: The League of Women Voters of Utah is studying Redevelopment Agency (RDA) laws and their implementation in Utah to decide if the current law is in the best interests of the economic well being and civil rights of Utah citizens and if there could be changes that might improve the law.

RDAs are created by municipalities or counties and enabled by state law.  However, some Utah legislators perceived abuses under the RDA law.  These abuses were centered on the use of eminent domain, misinterpretation of the concept of blight and the loss of property taxes by counties and schools.  The 2005 Legislature passed an amendment to the law, Senate Bill 184, to eliminate these abuses.  Most items in the amendment expired in 2006.   The Legislature then made several additional changes to the law in the 2006 Legislative session.

This study is presented to give citizens the background to understand current legislation.

Energy Alternatives for Today and Tomorrow

  • A Report to Salt Lake League of Women Voters, Spring 2007.
  • A year ago global warming was an abstract concept to which most people paid little attention. Today it is widely perceived as a problem that threatens our way of life. Much like tackling the national obesity problem, concerns about global warming have met no "magic bullet" solution. We have, however, identified many partial measures that can be implemented in attempting to reverse our situation over time. This report undertakes to summarize a complex body of knowledge in process of rapid evolution.
